I have a small rock chip where the windshield meets the roof. It's real small, but on my carbon blue car, it sticks out. It has a bit of rust in it. What's the best level of sand paper to remove the rust before applying touch up paint? Is sand paper the best way to go?

You would need to wet sand it, not dry sand.

I had the exact same thing. If your car isnt under warrenty, get a sanding pen. use it over the spot and spin it in stead of rubbing back and forth, then you will scratch as little good paint as possible. then once all the rust is sanded off and a small portion of the good area is, use some toyota touch up paint.

A fiber pencil works great for cleaning up chips.. just make sure the rust is all gone then touch up with paint..
