Cam, raised compression or lowered compression (depends on whether you are boosting or not), nitrous, and many many other things.

Well an exhaust isn't really part of the engine itself, so I assume that you are asking what mods you can put on to gain HP. Pulleys would be an easy way to gain throttle response, and maybe like 1 HP, but other than NAWWWWSSS!, you listed pretty much all the ones I can think of right now.
There's always shit like port polishing, and replacing your pistons, and other parts of your engine with high performance parts.

Grounding kit thumbsup might get 1-2 hp, but you're squeezing every last bit of extra hp.

everysingle piece (well almost every single pice laughsilly) of the engine is not the best it can be. you can pritty much do anything to make more HP. stroker kit, higher octane fule with higher compression pistons, stiffer valve springs, lighter rocker arms, make it able to rev higher...

Fuel injectors spray a set ammount of fuel into your cylinders. It actually atomizes the fuel, I guess it's more combustable that way. Injectors are controlled by your computer to automatically adjust for proper fuel/air mixtures to make the car efficient and run smoothly. Old day carbs did the same thing, that is spray fuel, but carbs sprayed fuel into all the cylinders at one shot and weren't very efficient b/c one cylinder may get more fuel than another. Injectors ensure each cylinder gets the exact same ammount of fuel. Hope this helps.

the only affordable solutions to help increase horspower/torque (less than $1000) are like you said headers, Intake, exhaust. also, as others have mentioned nitrous, pulleys, & grounding kits.

nitrous is the best horsepower-per-dollar option. although you have to keep buying it (although to refille the bottle it's not very expensive), it can provide as much power as a Turbo/supercharger (or more if you re-enforce your engine) for a fractoin of the cost.
