I wouldnt get the kit untill you have the ability to get lowered at the same time. But If that doesnt matter to you. I'd get the rims. I think it looks silly when someone has this crazy awesome body kit and stock rims. Rims.

Go with 18's especially if you're going to be getting a kit sometime in the future because the 17's will look too small.
