I have the same thing on my car. The seal's broken. You need to replace the entire bucket. If you're still under warranty, the dealer will replace it for you.
If not, take it to the dealer and pay for the whole thing.

I had that same problem before. What I did was remove the headlight unit and inspected it. There were obvious areas where the clear lid(main clear cover) had insufficient glue. You can see small gaps. I bought an RTV(clear silicone) from autozone and applied it on those areas. You can wipe it off as long as you get some inside those gaps. It used to fog up everytime it rains. Now the problem is gone. Good luck!!!

i've just experienced the same problem with my used 2000 gts 6-speed. it's just icing on the cake with all the things toyota has fixed in the past month. anyways, i've been gettin the run around with the dealer and toyo extra care warranty. dealer first said they'd check then responded they wouldn't replace it free. warranty said headlight's not covered and original warranty expired. toyo corporate said they would "file the complaint" but advised to take it up with the dealer. went all the way up to the general manager and he agreed it's "certified" and a safety hazard. now they said they would order the part (it's normally about $240 plus labor) and replace it free. gonna call again to verify in case he was talking outa his ass. just work through the system and hopefully it works out.
