where can i get the laws from virgnia about how loud your radio can be, how loud your exhaust can be and etc...

I think your best bet is to check the Virginia Code site. This site has a link to it Drag VA [dragva.com]. Do a search for it. Or just call or email the local state police inspection people. Here's their site Virginia State Police [vsp.state.va.us].
