2000 Celica GT

OK so I noticed that parts of my dashboard are out. On the right side of the dash cluster is the digital aspect.The entire right side (Digital)are out even the speedometer & Tach.
While the car is running I can take off the speedometer shroud & remove the gauge cluster.
Behind it are 2 plugs, the one on the right is for the digital. I can unplug it for a second or two & re-plug it in. Presto everything works.
However, when I start it up again everything's out :Speedometer, Tachometer, Dash lights, even the A/C, and the sunroof is confused. the A/C compressor is out, when the dash is out.
There also seems to be a power regulation issue the idle goes up & down which coincides w/the lights dimming (Pulsing) all which started when the dash went out.
I even replaced the alternator
Checked all fuses and relays. I was about to purchase an ECU

I also replaced the front light assy. Perhaps a short in the wiring has occurred there, over time.
Everything worked fine after the upgrade for 6+ months.
In-conjunction the drivers light low beam HID light has burned its electronic ballast. I replaced the bulb & ballast to no avail. I'm hoping all these complications are connected somehow.
Please help if you can.

I know you said that you checked your fuses, but have you double-checked that you have all the correct sized fuses in the right places? And yeah, it's very possible that you could have a short in your wiring; especially since you've mentioned about the headlamp burn-out.

As undesirable as it sounds, it may be time to visit Toyota and pay for a tech to perform an electrical diagnostic test on your electrical system. If you go this route, be very specific with the tech that you want them to diagnose to situation, then contact you before performing any repairs. At this point, the tech would tell you what needs to be done to fix the problem -- something you could possibly perform, if you're skilled in the area -- saving you a nice chunk of pocket change.

Yesterday I took an Ohm meter to the lights to find out if they were even getting juice to the E. ballasts. The fog lights yes & main beams no. Interestingly enough the LED, that are part of that module, on the same side & plug in location have always worked. I'll continue today, as time was running out yesterday.

What are your thoughts on the gauge cluster malfunctioning, as I have had others advise me to replace it. Perhaps a bad board

Have a quick read through this linked post and tell me if it seems that one of the two plugs is for "IN" and the other is for "OUT":

I'm not an electrician and I've never claimed to be one, but depending on your experience in the field, that link might help you find a solution. The jumper wire he used was just a bypass from one pin on the WHITE plug, to its corresponding pin on the BLUE plug. Once he confirmed that it worked, he spliced directly in to the two wires and reassembled everything back together again.

In an unrelated article, but of the same vehicle, that "odd" white wire is the described connection.

I wanted to thank you for all your help.
Today I went to the "Junk Yard" & found my exact car.
I took the gauge cluster amongst other items for a mere $65
The cluster was $25, I installed it & it fixed most of my problems.
Still Drivers side Low & High Beam HID have no juice.

OP, I have the exactly same issue with the 2000 Celica. Idle goes up and down hesitation on acceleration, speedo and tach out, digital part out, no ac. I went to check everything under the hood and messign with the portion of the harness under the battery tray made everything worse. I figured it was an electrical short at the ECU harness but then stumbled on your post. Were you able to resolve what was going on with your car ?
