I bought a Celica 2001 gt not too long ago and have been having problems with the headlights. The problem I have is that my high beams won't work. There seems to be a problem with how much power is getting to the beams I'm not sure it doesn't seem like anything is out I changed out the bulbs but it didn't fix anything.

as shown in the attached image, that's the only bulb that currently works. If the car is off and I pull the switch back as if to turn on the high beams it gets a little brighter but once the car is started it goes back to it's original brightness. Once it's darker I'll post a photo of how far it shines. Maybe about 2-3 feet.
If you have any ideas as to what my problem is please help me out!

Get a volt meter or one of those light bulb volt checker. See if the power is running into the high beam. Also check for blown fuses. If those all check out good then it could mean you need new headlight bulbs.
