No it doesn't help out ALOT. Maybe just 1-2 fwhp. It does work moderately well when everything else is lightened and upgraded.

Whats the best mod for the money. The car kinda broke me, now I need cheap mods, but I think Im screwed unless I want to drop several bills on parts.

Over my rmm intake. Cold air is that much better than my 250 dollar hot air intake?

It's not really a "hot" air intake. Cold air intakes do make that much of a difference. trust me

Yes, you can fit more cool air into a space than you can hot air. More air means more power.

I was just being dumb. The rmm made a huge difference. I have ran a 14.85 off my gtech meter which isnt too acurate. But maybe a 50 shot is the best for the buck. I dont drive fast on a day to day basis, but it would be there. Is there any other mods that I have not touched yet, like ignition. Does the ground wire kit help?

looked, but i have a fetish with unlowered cars, I cant stand a 4x4 celica, I had a cavalier before that was dropped. I will probably do springs. But exhaust will follow. It is just expensive, does it really help, if so what kind to go with?

Everything is expensive. They have some really good ones out there, check out the exhaust review at the top of this forum.
