you can clean your maf, throttle body or even the iac valve.

blue bomber (new member here but VERY informative on another site) did a write up after his friend experienced all the problems many celi owners had. every method to resolve the issue, excluding taking it to a dealer, was done. replacing the iac valve was a last resort. there are basically 2 methods of removing the iac valve. 1 without removing the throttle body and the other by doing so. either way, though, coolant will spill. do a search on new celica for his write up or try pm'ing him here.

Fluctuating idle problems during cold weather is normal.

I assume that this fluctuation takes place all the time?

I fixed my fluctuating idle by cleaning the MAF/throttle plate IAP valve, and replacing the spark plugs.

Cost me $14 ($4 can of carb cleaner, $10 in beer) and took 45 minutes (15 to clean car, 30 minutes to finish beer)

I have seen many positive reviews of the cai mod, and maybe one negative (and I think he didn't hook everything back up right). I don't know Bomber personaly but he has been a good source of information.
