mirror tinting illegal in VA?... does nebody know?

My boyfriend and I went to this tint shop place and we're gonna get estimates on mirror tinting...and the black fading 2 the mirror tint and the guy said it was illegal?! We go out 2 the parking lot... about 4 different cars parked in front of their damn store have it too??!! Does anybody know if it's illegal.. or how i can find out? Also does anybody know if it's illegal 2 have clear corners... and what damn lights are actually LEGAL in stupid VA?
