Is it clicking during start-up, or just after the car si started? and where does it sound like it is coming from?

i thought it was the battery and it might be because when i turn the key to "on" and try to roll down the windows (power) it goes hella slow...but i tried to jump the battery but the car still wont turn over, just gives that clicking type of sound, maybe i should look for a new battery?
