How much air should I put into my aftermarket performance tires?
For performance street tires you should inflate your tires to the specification imprinted on the side of your tires when your tires are cold (unless noted). This is CTP Cold Tire Pressure. Drive to the nearest service station or use an air compressor at home to inflate your tires.
Your air pressure gauge will always show a higher pressure than normal if you check a HOT tire.

I have 195/60R15 Bridgestone Potenza tires on my 2003 Celica GT. I don't there is a recommended tire pressure listed on the tire. There is a maximum psi, which 44psi, on the tire. What tire pressure would you recommend?

Those are the stock tires which Toyota uses on most all base model Celica GT - Open your owner's manual -- or better yet, for most vehicles, check the sticker on your driver's side doorjam body -- and it will tell you exactly the recommended tire pressure.

I have Yokohama tires that say 44 PSI max. Does this mean I should fill it to 44 PSI every time I check the air, or is there a certain pressure that is recommended?

I have BF's on my 2k GTS
Played around with it a bit and found 34psi in the front and 36psi in the rear a good setup.
