If i were to go with a AEM CAI, is it worth it to have a bypass on it?...will it cause the intake to loose power?

I have heard bad things about the bypass valve. I heard that over time it can deteriorate and suck the foam in the intake, and that it will really only work if the filter is completely submerged in water. If that is all true than it is pointless to get it.
