Here is my situation:
As of right now I have my stock gts rims on my car with the Tein S-tech springs. I am planning on getting some 18's in the future and I was also wanting to get an apr strut bar. My question is: is it worthless to get a strut bar if I will be getting 18's? Will it make a difference?

always dresses the engine bay up... and yea, def get APR...i just got mine and absolutely love it, it looks sooo nice

Will I feel a big difference though with the strut bar and the 18's???

not a huge difference, but what's the reason to not get one...
and APR > RMM i just has an RMM on and can't say how the APR looks and fits 10x better.

I have an apr, and i think it is awesome. Something good to look at under the engine bay.

The only real difference is if you get a trd 3 point or Hypermotive 3 point rear strut bar. It's know (do a search not even Celica related) that a front strut bar alone will add more understeer to a FWD car. If that's what your looking for. The front bar will work for any wheel/tire size. Doesn't matter. If going for looks alone definitely the front will work and look good. If going for looks and some chasis reinforcements get the front upper (APC), back upper (TRD or Hypermotive 3 point), and front lower like Cusco. Then you are good to go for now. I once had the Hotchkis bar and still have it not installed and I liked the "sharpness" it gave my car. My car never handled so good as with that bar and coilovers until it all went to s$$t. I just can't imagine with other chasis reinforcements and sway bars would be like or can I.
