yeah those clips on your bumper are for secure fitment. Yeah man I would say hit up your local dealer man because those are special plastic clips for the celica.

I believe the part you are looking for is the FENDER SEAL ( Part # 53882-16030) and they run for under $1 from your local Toyota Dealership. I could be completely wrong - but bring this information into your local Toyota Parts Center to confirm it. The link you posted is for the front bumper - the piece you are describing is part of the Fender Assembly, not the bumper
