im looking at getting the blitz body kit and what i wanted to know is if i can pull it off in my area ground clearence wise. there are a few eclipses in my area who have this front. so if they can clear everything with that kit could i get away with clearing this kit? if not what could i do to make it clear and not look like crap. i really like this kit and i would probably get it in urethane. so if you have this kit suggestions would be great help.

ground clearance for blitz bodykit front points = 5 inches sides and rear of bumper = 4 inches this is on 17" wheels with 215/40 tires.

as with any front bumper (even stock setups), it all depends on the current size wheels you have installed, with the size of the tires installed to them. The springs and the shocks that are also installed on your car - sometimes the suspension height is different on different Celica - and sometimes the rear might be higher than the front, pushing the front down even lower.
When owning a car with a longer front or by adding a body kit that makes the front of your car stick out further, or lowering your car closer to the ground - you will have to change your driving behaviors.
Sometimes your driving should slightly change - slowing down for going over dips (so your suspension does not fully compress, bringing you even lower to the ground).
Sometimes you will have to moderately change driving behaviors such as going up and down curbs at slight angles or even at extreme angles.
Sometimes you will have to make EXTREME driving changes such as not ever going up and down curbs (no more drive-through windows at fast-food joints), or no more parking structures. With my R2 front on, I would not be able to park at the mall, casino or even the bank or business buildings - because they have parking ramps that are just enough to make the front bumper scrape
A front bumper all depends on how much you are willing to change your driving behaviors just so you can look "good".

BTW - aftermarket body kits are primarily intended for show events only - but recently, many people have been installing these pieces to their daily-drivers. because of this, there have been much question of "will i be able to drive with this bumper installed to my car" - well, yes and no. Yes you can drive with it BUT it's original intention was to change the appearance of how your car looks - not to make your car more drivable
