i painted my stock sideskirts to match the color of my car. It looked great but after about 4 years it is starting to fade and become yellowish.

What are the proper procedures going about repainting it. Do i have to remove all the old paint or can i just sand it, prime it, and paint over it?

just sand it down smooth and paint over it, you shouldnt need to primer it again.
