if i were to get say 18/19 and the off set make the wheel flush with the car. and i have about 1 inch gap or less... if i were to go over a bump would it make my wheels hit the feder of the car?

No because the wheels will be flush with the fender...you gotta remember that the Celica's suspension is independent, so when the wheel travels up, it get's pushed into the car...so the wheel will tuck underneath the fender.
