i have a 2000 gts, and i got a safty recall on my DRL from toyota today, did anyone else get one???

Yeah, several people have. Any Toyota dealer will fix it for free. It only applies to the first 2 or 3 years of 7th gen (like '00, '01, and maybe '02). I have an '04, so I haven't paid much attention to it.

you will probably be running more of a risk taking it in to toyota then just leaving it be. thats how i feel about it anyways.

I replace my headlight with some stock HID that i brought from the street. so all the wire i cut and redue . do you guy think that the dealer will still fix the DRL.

I think the problem is that your day time running light is too bright. I like mine just fine.

What will the dealer do? Will they install different bulbs? I want to tell them to install a switch where I can turn them on or off by just a click of a switch. Maybe thats too much to ask huh?

Maybe thats too much to ask huh? why yes it is. That IS indeed too much to ask. I believe the delaer will change the capacitor, or whatever component leaks the low wattage needed for the DRL's.
