The steering wheel for my 2002 Celica is cracked and has some chips in it. Is there some kind of product to give it a new finish and make it look and feel nice?

If an interior polish / quick detailer spray wont clean up your steering wheel, and replacing it is out of the question, you could look in to adding a steering wheel cover.

There are the elastic style steering wheel covers which just slip over the wheel. and there are the leather wrap ones, which you first cover with a (faux or real) leather wrap, and then wind the included twine around it.

As for the center Toyota logo badge, you can remove the old one by heating up the glue under it. Then replace it with one ordered from Toyota, or eBay.

Thank you so much for your quick reply. Yeah, a polish won’t fux it. I can post a picture of it when I get home. Replacing the steering wheel is not out of the question as long as it is a stylish wheel and at an affordable price. Although, a steering wheel cover is absolutely out of the question. I cannot stand covers.
