I purchased my 00 Celica GT with aftermarket headlights and taillights.i noticed that I might be missing a part of the housing?
There's a small hole the size of a quarter with a tiny dim orange light dangling in it?
I feel like something is missing...

I'm not having any moisture problems.
But I hate how unfinished it looks

The previous owner might have cut it out to make room for the parking/clearance light.
I don't think there's much you can do unless you want to fill it in yourself or get new headlights.

EDIT: the headlights may have come like that as well.
EDIT #2: after looking at a few eBay aftermarket headlights, i noticed they come with a cutout hole like that for the parking/clearance light.

This looks the closest to your headlight. In the second image, you can see a little circle where your circle is.
