I want to add about -3 degres of camber to my 2001 celica gt. would it be better to run coilovers or lowering springs paired alongside my camber bars????

Coilovers would be the easier route if you ask me. You may pay more but it will be better in the long run. However you still will need aftermarket hardware to add rear camber.
