I've been working on my 89 Celica for the past 5 months and after putting a new starter in it the gauge cluster has completely stopped working. I checked all the fuses, all functioning, lights turn on, signals and warnings still work, and speedometer but every other gauge doesn't. any suggestions?

Sounds like a ground fault without digging too deep into it
