For your dash, you can 1) custom/paint your current one 2) order another one from Toyota parts department to customize that yourself (#1) or they have a pro shop do it (#3). 3) pay a shop to custom mold and work on one for you.
option 1 is what most people do.
for doing your floors in suede 1) either do it yourself 2) bring your vehicle to a custom upholstery shop who specializes in vehicles.
For a basic place to start when you have no ideas, visit your local collision repair shop. ask their tech about all the wild and crazy things you want to do. They can set you in the right direction. This is especially useful for your location.

Thanks, but with the dash im going to replace it entirely, i want to take the full thing out for a new carbon fiber so a custom mold would probably be best for that, but now, what would i do to find a estimate that is reasonable, i understand that suede is more expensive then other flooring mat's and carbon fiber is still farely new to the market so that would also be expensive

via your insurance, contact a collision specialist. then speak with the shop manager in one of the many places they provide to you, about custom work that you want done. this is how referrals work, and how you can easily get a lead on a customization shop near you. it gets your foot on the trail. you can also visit your local vehicle radio installer shop, and ask them about your goals. they can point you in the right direction if you are still at a total loss of how to do what you want done.
