i'd get 17's if i were you. not having a body kit and/or not dropping your car will make your celica look too high.
otherwise, there is nothing wrong w/18" rims and they should fit and perform fine (just be sure to check your transmission fluid regularly..the added stress has a negative effect if you don't take good car of your car)

17's for performance, 18's for looks... or go with rice powered and get really good 16's with really good tires and a low drop.

Without bumpermods a 30mm drop shouldn't give any problems I think. So get the 18s and lower it. I lowered my car 30mm, but with the tiresize I have (225/40 ZR18) I only lost 20mm of clearance (diameter of the wheel is 20mm bigger). Here are 2 before/after pics to show you the difference:

I had heard that you should go no bigger than 17" for performance. So good chose for performance and looks. I have 215 40 waiting for the spring. I wish I had gotten 45's instead just for more tire because my ride is stiff and the tires I have for the spring are not racing tires just for looks and added performance. If your into looks (I hope your ride is dropped either way) and not racing get 45's you won't be disapointed. My dropped Celica on 15" stock equals almost the same height on 17" 205 45 and it looks amazing with that much added wheel instead of tire but be carefull of getting too small of a tire for people forget that a tire is an important aspect of your overall suspension.

18"s may look nice, but will make your car slow. Keeping the stock 16" on my ride.

so what you really need are 18"s with a drop, bodykit, and turbo i doubt you will have issues with this combination
