i don't have the blitz front bumper, but i wouldn't lower it 2" on 16s. with your stock 16's and medium low profile tires (i assume), you will only get about 6" worth of ground clearance with the polyurethan blitz (the fiberglass blitz is a little different).
that said, 4" off the ground is about a perfect "drop" just from the kit. i wouldn't really drop it unless you got bigger wheels.
17's with 1 inch drop gives me like 3-4 inches ground clearance.
and the 17's are same height as stock 16's
yeah, thats what i said...it'll give you about a 4" ground clearance with stock 16's (the 17's are the same size because billy used a lower profile tire)

I don't know much about looks but a guy here had a Blitz front bumper and maybe many. How much do they go for? He charged me a $100. I recognized it instantly as something I had seen before.

you don't want to go lower than 4 inches. (it's not even legal to go much lower than that in many places..coke can/cigarette box size).
as far as those "black things" those would be carbon fiber air splitters. they're expensive and if all you are going to use them for is to "prevent scratches" under you lip, then do NOT do this.
air splitters add downforce (think of it as a spoiler for your bumper).
in any case..don't worry about scratching, no one looks at the underside of your car anyway. scratching is going to happen whether your super careful or not...you should worry about scratching as less as possible. having a very low car will force you to change your driving habits.
