CAI is a little better for gains, but short ram is good if you're afraid of hydrolocking...I don't think AEM even makes short rams, and if so, I've never seen one

Just whenever it gets dirty. There is no real set amount of time but it is commonly done every oil change or every 6 months depending on how much you drive your car.
the k&n filter cleaning kit says to clean the filter every 50K mi in "normal" conditions. probably a little more often with a CAI though just cause its in a place where it can get dirtier faster.

I dont think there is anyway. The only way is if it is completly submerged and for ur ram to get submerged you would have to be in 2 feet of water. Could be wrong.
i have an injen cai for my 2000 celica gt and uve driven bout 224,000 miles with it and it has rained a lot in the past three years and it has never locked up! and yeas i have a quarter of a million miles in my car with no engine light on. if you would like ill post a pic for you guys to see, just send me a messsage or whatever.
