what is offset, and will a 19x8 225/35/19 with a 35 and 45 mm offset fit on a celi that is lowered 2 inches with brs tuning flares?

I dont know what "brs tuning flares" are, sorry, but a celica has enormous fender wells. You will be ok w/ a 19 x8 and a 225 35 tires.

Arospeed makes 19's w/ a 45mm offset, designed for a celica.
