I will say no. Only because I witnessed first hand a replacement of the fog light bulbs on my car. This also included if I wanted to replace the whole fog lights. It was easy and I wish I had the tools. Cost me a whole $10. They would have charged $75 for new fog lights and a switch up to the dash. It looks so easy. I can't say how they did it (protected information and I don't have pics), just go from under your Celica and figure it out.
NO you don't have to remove the bumper. i did it easily with a ratchet. there are three 10mm bolts... if you connected them they would make a Y. just go through the stock fog light holes for the first one... second one you can reach from under the car with an extension on the ratchet... and third is a little tough... easy if you have an adjustable wrench... but yeah... i had to remove the trd fog light covers to do TONY's $20 fog light install... a lot less work not having to remove the bumper IMO...
i was havin a hard time getting my hand in there and had a VERY hard time locking the bulbs in so i jus take the whole bumper off to make it easier..hahaha

Me too. WAY easier than fumbling around for an hour. I'm going to take it off the next time I have to change the lowbeams, instead of pissing around with those damn clips.
