Bang for the buck = SRT-4.
Although I'd definitely get a RSX Type-S over the Celica, especially for that price. (or hell, get the JDM Integra Type-R (DC5) :>)

02 is ok, IF you put some money into engine management to get rid of the limiter.

You're definitely right about that... A car that produces that much power off the lot AND at that price is bound to have reliability issues
