It is not illegal to drive without a hood but it is illegal to not have fenders over the wheels.

In TN you get a ticket for it, also if you are driving a car without a front bumper and get in an accident, the other part doesn't have to pay for your damages. If pulled over for no bumper its a $100 fine and car can be towed as a safety violation.
