Let me make sure I understand. Are you wanting to chnage the front turn signal bulbs? If you are there is absolutely no need to remove the engine cover. and What "screws" are stripped there are no screws on the engine cover.
The turn signal bulbs are access via the head light assy. Just remove the plug assy from the headlight, change the bulb and put the plug assy back in.

I think there are screws on the engine cover, but they are hex screws. But you would not have to take that off to change the bulbs, so he must be talking about the left engine plastic. Only clips hold it on, no screws.

gunny is correct - you don't have to remove it to swap bulbs... however if you want to take it off all you have to do is remove 6 or 7 of the plastic tabs by pushing in the center and popping them out

open your hood and look the one left side, there is the plastic cover there, you gotta remove it to get to the bulb dealie, hell i know how to change the one on the right (when looking at the front of the car)but the one on the left i have screw looking things instead of the pop up screws... yes the car was crashed and repaired in 2003, so those plastics are not from 2000, they are from 2002-03... so they might be different

You think the body shop just screwed them on there, or fixed it on somehow? Wouldn't be the first time a bodyshop has done that to a wrecked car.

Just push the round center of the black plastic fasteners, they will pop & pull right out. Once all the fastners have been removed, it comes off. When you go to put it back on, push the center of the pastic fastener out all the way, insert in the hole & pop back to level.

no these faseners arent like those you can just push in the middle and the go down, then pop out (i have played with many of those) these have like a phillups head to them... i might just crack them off, and replace them with some screws... like real screws... but i dont want that engine cover off for a long time... let me go see... is there anything connected to the bottom of the plastic dealie??

Those type of clips/screws?
The kind that you can find in the wheel well and are a bitch to get off?
If so, then turning the head with a screwdriver does nothing. Just pry.

Ohh, I think I know which ones you mean. Just snap them off & go to Toyo to get new ones.

take the screws out, break them off or whatever. The pop up pins that SHOULD be there are only about a buck each or so. I think there's only 5 or 6 on the whole piece. Just buy the proper ones.
