No it will not be the same speed. The Pipe length and diameter plays a role with gas velocities. Too big of a diameter and too short of a pipe length will decrease exhaust velocities. Too small of a diameter and pipe length too long will also decrease exhaust velocities. Depending upon the length of the collector pipe section of the header, running w/o a properly designed b-pipe will drastically decrease exhaust velocities and power.

The exhaust pipes were not properly designed...it did not let the exhaust gases reach proper velocity or the header had the proper collector pipe length and diameter to sustain the right exhaust velocity.
