I have a 90 celica and want to do the "sleepy eye" mod.. can anyone help me.. i've searched google and get only Ford Probes.. need celica!!! please help

Well, If I understand, you want your headlights to be in the half-open half-closed position. this is actually simple to do.

Now, if your celica has electric solenoids (which I now believe to be the case) there are a couple methods.

One way you can do this on your car is to get a Sleepy-Eye controller; You can get it at the link below... This will work on your car for sure:

You can get info from club4AG on the other methods. the methods used on the AE86 should work on your celica. You can read up on the methods available there:
