OK so I'm dead broke and my 1991 celica is going crazy on me. It idles at around 1500 rpm when warm AND waits 2-3 seconds after letting go of the throttle to drop the rpms. When the engine is cold if I just tap on the gas pedal, the rpm shoot right up and when the rpm drop the go down to about 800-900 and bounce right back up to idling at 1200-1500.
Makes driving a pain in the ass (it's a manual). Has this happened to anyone or any suggestions on what it could be? I have checked the vacuum lines, cleaned the throttle body, and no error codes appear. It's quite the riddle...

CHANge your timing belt / chain!!!!!! and you may want to look into a new clutch

Check your ISC (Idle speed control) valve, have you tried to adjust the idle? and BTW, replacing timing belt or clutch will not fix the rough idle.

I dont think it's the throttle position sensor because even when unplugged the rpm's dont drop. My suspicion is that it has something the EGR system. Its definitely not the clutch or timing belt. I've looked everywhere for seafoam but seams impossible to find here in Vancouver, canada. I've got the car behaving much better after cleaning/replacing some hoses. I think a little seafoam would finish the job
