If you don't mind a car with a salvage title you may find an rx7 and 300z for that price. You should be able to find a 2nd Generation turbo DSM or a N/A Suptra, but since its for your gf and you want more reliability then you may want to get an 6th Gen Celica, Integra, Prelude, Miata, the Golf and Jetta aren't that bad(though I would never buy one).
About the Integras with salvage titles, its probably because they were theft recovery, supposedly the Integra is a high theft vechilce so that may be a concern. But Honda parts are everywhere, so theyre not that expensive to keep up with.
If you're just looking for a good reliable car for that price then you can get an Accord, Solara, Maxima, or an early 90's Lexus like an SC300 or GS300, they may be a little bit old but they still look good.

Personally I would recommend a 3rd Gen Acura Integra. (The ones with 4 cirlce headlights if you don't know) Those are the perfect commuter / first car imo. With 8-9 k you could find a decent one. Pretty fast pickup and don't even mention reliablility. Those engines runs 4ever. Try to get the GSR model if you can.

Non-Civics worth looking at/thinking about (my opinion): 2-Dr Sedans/Liftbacks: 6th or 7th Celica GT Integras Mazda MX-3 Mazda MX-6 Corolla Acura RSX (hard to do with your budget) 4-Dr Sedans: Corolla Mazda Protege Subaru Legacy (probably not stylish enough, but a great car; I got one for my stepdaughter, and I'm jealous!) Mazda 626 Camry Accord etc ... Wagons/Hatch Matrix Subaru Outback Scion xA (probably beyond your budget, but nice) Goofy Subaru Brat (not really) The thing is, Civics are pretty much the equal of the Corolla. Is the Corolla not being considered either?

The Corolla is not considered because, with her situation, her parents might consider taking her CRV, selling it with their old Benz and getting themselves a bigger and nicer SUV. She will be left with an 03 Corolla S.
I doubt that this will happen because right now they need 3 cars and if 2 of the cars are being sold and they will purchase only 1, the dad will have nothing to drive around with.
She is really interested in the Integra and.or the Celica. There are a lot of good prices Integras but seeing how they are high theft vechile is a total let down. It would suck for her first real car to be stolen just like that.
I asked her if she likes the Civic, but she is really not interested in getting a Civic. The Golf is most likely out of the question because everytime I search for reviews, someone is always complaning about the engine. So getting it used will just make things a bit worst.
Right now, we are hunting for an Integra or Celica for a good price point and mileage.
She does not want the 6th Gen Celi btw. And might end up upping the budget to 12K max for a 7th gen.

^^^Yours, your mom's, and her's (you did used to own a red celica, right?) O yeah, haha, totally forgot. Try not to think about it because I just end up thinking that the money spent on 2 cars could have been 1 nice ass celi. But yeah, a photoshoot with all 3 celis. Hmmmmm
