The car: 2002 Celica gts If its not,2500-3000 rpms, its fluctuating. No,cel What I've done already: iac maf and checked for vacuum leaks.

I had a similar issue with my 2000 Celica GT when I did an engine swap. It scared the heck out of me because I had bought the car with a blown engine and the first time I started it would jump up to 3000rpms and I was scared it was going to blow my engine that I spent so much time and money putting into the car.
I ended up doing 3 things to attempt to fix it.
I searched and fixed vacuum leaks and it would still turn on and go straight to 3000 rpms and climb and occasionally would fluctuate with low rpms and high rpms really quickly.
I then took some throttle body cleaner to the throttle body thinking carbon and back log from the previous engine had blocked the throttle body plate from closing allowing air to continually flow into the engine.
What it ended up being was the throttle body cable. I didn't have it seated right and I had the two nuts adjusting the throttle body cable tightened wrong and it didn't allow the throttle body plate to close, causing it to climb in rpm upon start up and on occasion it would fluctuate from 500 rpm up to 3000 rpm.
Might not be the fix to your problem but this was the fix that helped me finally get my Celica out on the road. GTS engine might differ I had a GTS engine for 2 weeks but didn't have necessary parts to put in my GT body. However I didn't get a CEL for it either so it took me awhile to notice.
Also to note if it is the two nuts on the adjuster screw for the throttle body cable when you retighten it in the a better spot make sure its good and tight. I almost got into an accident a few months after putting the engine in, I miscalculated when a green light was going to appear, the sudden stop to avoid the car crossing the road caused the nuts to vibrate free and the cable loosened. I ended up only being able to do 2 mph across the intersection until I pulled the Celica over and made the correct adjustments.

We would need more information if that doesn't help you.
Does it happen every time at start up? Does it continue past a warm up period?
The Celica does run at a higher RPM to get to temperature, you also may have to replace an O2 sensor but you should get a CEL code for a bad O2 sensor.
Another possibility could be Faulty valves, PCV, brake booster and maybe possibly a leak in your Intake /manifold gaskets.
I forgot earlier but I did have to change out my intake gasket but it didn't help me because of the whole Throttle body cable mess.

Thanks for the response zaon, I adjusted the throttle cable , no luck. Yes it continues after warm up and during cold start up its 3000 rpms then goes down to 2500 rpms.

I do notice a loud unfamiliar sound coming from the gas cap when the car is running?? Sometimes the car never warms up and reaches the middle of the gauge. I have never engaged the lift, However the engine sounds and performs well its just the idle.
