Hi

currently designing a custom aero kit for my car as I wish to eventually build my 01 GTS into a track/time attack car and have a question about the 'brace?' that sits behind the rear bumper.
My plan is to do a half bumper delete and incorporate a diffuser for an aggressive look. My question is if this "brace" is structural, or if it can be cut off or removed.

The "brace" highlighted in red is what im referring too. From what it looks like, it may have bolts that allow for removal (indicated by the two circular holes either side), but i am unsure and cannot check as my car is getting some work done.

any information would be much appreciated.

I mean its very easy. Not even bolts. You just need an extended 12mm(or maybe these were 14... or maybe 10... one of these three sizes) the bolts are welded to the frame. Theey go through the holes you see but on the inside and then you put the nut on to tighten it through the outside holes you mentioned. HOWEVER i have to say i would never recommend doing this to a car unless you have a relocated custom fuel cell/filter combo. One rear end colliosion could cause serious damage if it impacts hard enough and cracks or crushes your fuel tank and you would inevitably burn to death. Please dont let me read about you in the news. "Celica... the new Ford Pinto?" Thats what the headlines would read... stay safe and dont remove or replace (unless oem) safety/integral/strutural parts of the car.
