I'm looking for these headlights.

Those are not JDM headlights. They are normal 7th gen Celica headlights wirh a film/sticker overlay on them.

Are there any such lights in existence

there are JDM headlights, but they are just slightly tinted grey/black. nothing exciting at all. And expensive AF. around the $1,200 and up range, iirc.

TRD headlamp covers on the other hand are easier to come by. they are under $120 and you can find knock off versions in plastic or fiberglass for under $30 a set
