Hey first post here!

I bought my second Celica (2001 Celica GTS) in September of 2018 and have had a weird throttle lag issue since the day I brought it home.

On a cold start, the car will not want to rev up for 2-3 seconds after I give it gas. It feels like it wants to die. This lag also completely disappears after 10-15 minutes when the car is warmed up. I have taken it to one mechanic and they screwed me over so I want to try fixing it myself before trying another mechanic. The first mechanic said it was a bad tune but idk if I should trust him.

This video shows the current issue: https://www.youtube.com/watch?v=CCHNpsC7nHg

May be the Mass Airflow Sensor.

Swap in a known good sensor. Most Toyota and Lexus use the same Denso sensor.
